Yeah that's one downside. The exotics have downsides too. But I guess you ignore them? and wrong. If timurs lash has luck in the chamber, crowd control proced, or final round it's a 2 shot.
Thorn is only a 2 shot with it's DOT.
Last word is a 2 shot with hipfire headshots.
Sounds balanced to me.
