It's not exactly a coincidence that people just so happen to all want to play the same way; complaints about Champion mods always skyrocket when Hand Cannons aren't active for the season or in weeks where their mod isn't usable. People also complain when mods for Auto Rifles, SMGs and Sidearms are active - range is a valid argument against them, but they are all usable. If all mods were always available, the only three primary weapon mods that would ever be used are Unstoppable Hand Cannon, Anti-Barrier Scout and Overload Bow. If any mod could be put on any weapon type, there'd be even less variety. That is poor design. It's more convenient for the player, but not good from the developers' point of view.
