The default is on. But when you turn them off the settings were not saving every time you log in. Bungie fixed it today thankfully.

I can't deal with it. Motion blur gives me a terrible headache. Been asking for the option on console for the last three years. So happy they finally added it and now fixed it as of yesterday.

Thing is on PS4, the motion blur is required. It's what makes the games 30FPS look so good

Yep, they’re on by default. I turn them off, but next time I start game, they’re back to the defaults (on). FOV stays at my selected setting, so it doesn’t make sense to me why these don’t.
