Sniper were the only counter to that broken gun. It's aim assist is ridiculously OP. You barely have to aim to get a headshot. Good snipers were a counter for it and it still required skill to do so. Now that you made snipers crap (which was a huge mistake), Arbalest stands unopposed. You need to reduce its aim assist and bullet magnetism or return Snipers to their previous state. Arbalest is way too strong. Most Heavy Linear Fusion Rifles are worse than Arbalest. That makes no sense. The weapon needs some major tweaks.
