Looks like because each image has different resolutions or aspect ratios. That part of the graphic looks like it aligns with the menu layer as opposed to the emblem background layer.

I was about to agree about it being a resolution issue, but I ran the numbers. One picture is smaller, but any difference in aspect ratio is down to the size not getting divided cleanly. The difference ending up being like less than 1% different. However, I think I know what it is. The one that's messed up is on PS4, and due to long standing issues with how devices interact with TVs (issues that NEVER should have been a problem in the first place) the PS4 still supports adjusting the screen bounds. There should be an option in Destiny's settings, as well as the PS4's settings to adjust the screen bounds. Optimally, you should be able to set this to maximum without anything falling off the edge of the screen. You may need to adjust your TV to use something like 1:1 scaling as well.

It is a result of resolution/scaling but the issue is how Bungie programmed the icon that overlays the emblem background. If you look at the one that is off, it letterboxes the bottom of the screen and pushes the graphics up. It also results in more horizontal space to show. The menu items don’t change size but the emblem background is either scaling or extending to fit that space. The graphic that is off appears to be linked to the menus items, that’s why it is moving in different positions relative to the emblem background. So yeah, if the PlayStation can allow adjustment of the horizontal size, I would suspect that would fix it.
