Use the in game report system or the report form found on Bungie.net to inform Bungie.
Don't just gripe... do your bit to help Bungie to find these people who have internet issues causing them to lag or using other methods to cheat.

I am but they are still playing a device ban would be the ultimate deterrent

Devise bans are issued buy the platform provider not Bungie. Bungie can ban a account accessing their servers but that is all. Bungie is working with Steam to go further but in the end it is more up to Sony and Microsoft to do devise bans.

why cant bungie and other studio group up? Like ddos and network manipulation is really illegal ,anything that may restrict some form of communication

That's the thing you are only seeing what Bungie is doing. If you keep upto date with game news your sometimes hear of this or that company banning so many thousand players from a certain game in a set time. The thing is that they come back time and time again. System bans and even IP bans just slow them down. Go into a second hand store and buy a console and you need to ask if that system has been bricked. And yes I do know friends who went out for a cheap console due to their old one breaking down only to find the one they just bought is only good for a paperweight.
