Have you read what she says in the grim? She was given the asset by the war mind they work with, as well as the drug they need to use to not go crazy. You're not digging hard enough if you think it was for redundancy, the tyrant had a bigger plan than simply lifting the veil.
It's hard to comb through, but look for any ISR's in the grim and you'll find that they only relate to the encroaching darkness, the seraphim vault's collapse subroutine, and the Lhasa project that FWC eventually picked up to 'ensure' we win the fight.

Once he knew how they were designed, he could have had them secretly built at other facilities, even off-world. It wouldn't surprise me that there's a whole bunch of secret research hidden on asteroids around the Reef. Many are probably stealthed, we know Rasputin had stealth. The problem with A-113 is that it's very vague about what they found. It might be something based on ISR, perhaps Maya's mind-ship idea given form. It's very likely something else entirely. I just don't like ruling out the known.
