Yes, indeed they are, their punch and grenade need to be debuffed at least a little bit doesn't have to be a ton. All I know is that when I am last person alive in trials and I'm versing 1 warlock with really low health half way cross the map I get 1 shot and it is absolutely retarded. I am a year 1 veteran split between 2 accounts and I have seen t lots on the game buying 2 times. If this is not fixed soon you will lose a player who spends lots of money on Destiny. Thanks Bungie for Destiny but seriously it can be stupid at a lot of times.
