The cap is there so you're forced to spend to make more.
What blows my mind is why we can't use marks to increase faction ranks. It's the most valuable currency in the game yet no faction accepts it other than to purchase items which don't even rotate.

You can do this. Find out what materials they are accepting that week and go buy them from the Quartermaster for marks.

Yeah, I guess. But it would be nice to cut the travel time between having to purchase the materials, and going back to the vendor.
