No. They don't limit particles. Instead if the game hits a particle limit it starts making things invisible.

Bungie's reason for not bringing back siva is that it's not worth it. Their terrible engine means they'd have to rebuild siva enemies in d2 and really the only reason to do so is to have the raid. One single raid. They also kinda wrote themselves into a corner on siva as in d1 we destroyed siva's replication chamber in d2 they seemed to have had an idea on bringing it back but instead used the set up for it as a way to set up Lightfall which means the other replication chambers basically don't exist since they make silver now.

Two words, space magic. Never say never with Bungie, they’ll bring back things if they have to for the sake of monetisation But that still doesn’t discount the reason, when it first launched on D1 there were massive invisibility issues due to the amount of particles caused by Rise of Iron and Siva So it’s likely the main reason why unless they were to change engine, they won’t bring it back
