A gm would even be able to be completed at lower light levels. You would be one shot by everything.

At this point I think you just are in here to argue. Have you done any GMs? You do not get anymore advantage after 1595, which means yes it is a contest mode. Which also means if you are below that even if you are allowed to enter you would get decimated.

They set required power to start GMs to 1500 and cap your power to 1490 with contest mode. Its a 10 power difference. Now lets use whatever the current requiremed power is (not on atm and dont care so ill use your number) 1595 and they cap your power at 1585 with contest mode being a 10 power difference. Both examples have the exact same difficulty because of this 10 power difference the only difference between the two is you need to spend more time leveling up to do this GM for no benefit inside of it. That requirement to enter is so high so you are forced to grind and spend more time playing.
