It’s literally swapping weapons. You can do it with a sniper and a handcannon, or any other two weapons. I constantly swap between bow and sidearm as the engagements change, otherwise I’d lose. Nobody is going to refrain from switching weapons to adhere to somebody else’s “code of conduct” for PvP. For every one player who actually does well with a bow in crucible there’s 20 other guys using more mainstream picks. Truthfully, it may be annoying when you run into somebody who’s really good at bow swap, but it doesn’t really happen that often.
