At this point I'd say that these forums are just meant for players to shout their frustrations and demands at Bungie and expect them to bend the knee at all times.
After this post, I'm not checking the flipping comments because we know it's going to be anarchy fanatics and the "Stop nerf, buff everything" junkies typing away their never-ending frustrations. So here's the deal:
No amount of begging or demanding is going to stop this nerf from happening. As skilled as the community is at assuming the worst of a nerf from bungie I'm surprised none assumed that anything you're using and anything you will use in the future will be nerfed at some point. It's inevitable. Your best bet is to dip. Leave if you're sick of the nerfs cause if I didn't already say it before (and I'm sure I did) anything you can and will use might get nerfed at some point in the future. Including my beloved Tarrabah if it runs rampant long enough at some point.
The point of a nerf is not meant hinder your fun, nor the most infamous assumption, to "kill the game". It's the devs saying "Alright. You've had you're fun with that. Now mix it up a little". If thinking up new ways for optimal dps is too strenuous of a task for you to handle then I've got some bad news. At some point, you're gonna have to think.
Personally I think maining Anarchy for nearly 3 whole years has caused your brains to rot. Sticking to the same weapon for that long has developed a belief that nothing is meant to outshine Anarchy and/or that Anarchy should never be nerfed. Well the time has come and you knew it was coming. This WILL NOT be the last nerf Bungie will make. Now a decision must be made.
Stay now and learn to adapt to their nerfs or save yourself the trouble and leave. As I've typed before, I won't reply to any comments.

Here is all you need to do to Anarchy to make it more balanced while not over nerfing the gun into irrelevancy... 1. Do not allow multiple peoples Anarchy bolts to stack, sort of how they changed Witherhoard. This would keep it as a powerful option for Solo content and would allow it to still be a good choice for a single member of a raid team as they can run it to either apply debuffs to benefit the team while doing passive damage and removing the stacking ability would mean everyone isn't running double slugs and anarchy every close quarters boss encounter. For GM's it wouldn't make champions a breeze with multiple people running it, but it again would keep that important role of having passive damage that can be dealt to targets. The rest are optional as I think that the first change is enough to reel the gun in a bit. 2. Make it take 3 bolts of anarchy instead of 2 to reach max DPS. 3. Lower its reserves by a couple of shots to reduce its ammo sustain. Other than that it doesn't need a damage nerf at all, as all that would do is possibly push the gun into irrelevancy and then all that will happen is everyone will just use double slugs and Xenophage and will quad swap between the guns to do insane DPS higher than double slugs and anarchy. Anarchy is generally used in these instances as its more brainless to do than quadswapping but believe me if you over nerf anarchy everyone will just start quadswapping... and then what? Nerf weapon swap speed or nerf Xenophage?
