Despite each of these 3 examples having 6 impact; Divinity does 565 pre-debuff, Cold Heart does 889 pre-buff, and Prometheus Lens does 939 damage.
Oh, and guess what? despite only having 1 higher impact, Ruinous Effigy does 1,583 per shot. That's only 17 less damage than Coldheart at it's maximum ramp-up damage of 1600. That's not even taking into account the orb debuff, which further increases Ruinous Effigy's damage. Even with this in mind, Ruinous Effigy does around half the DPS (with the debuff) of a slug shotgun, which is absolutely ridiculous.
The fact that ALL trace rifles are only good as primaries is a really sorry sight, especially the fact that one of the most challenging raid exotics to obtain in Destiny history has damage that's just barely on par with an average primary. Would it be acceptable for Lumina, which gives a similar 30% damage increase to Divinity, to have less than half the damage of an average weapon of it's same ammo type? No.

That fact alone is why it's so valuable to use in raid teams. Divinity isn't meant to be a great damage dealer by itself. Its a support weapon to help out others, and it does it very well
