Here is a possible solution. Rather than receiving a pinnacle drop, you receive a pinnacle engram, you visit master rahool who has eight boxes which represent the different items/slots you can choose from, say you need a heavy weapon or maybe just that one piece of armour and you can actually get what you want/need. Not sure what the community would think of this, but to me this would actually be a meaningful decision for players to make.
