It isn't a random chance for sunspots to spawn on enemy kill. While you have sun warrior, killing enemies racks up points. When you reach 4 points, the enemy that brought you to 4 points creates a sunspot at their corpse. Standard enemies count as 1 point, orange bars count as 2 points, and bosses/yellow bars and guardians count for all 4 points.
