Yeah, you should learn to read. You can't refill the magazine to above 15 without perks like Overflow. It will refill the mag from reserves, TO 15 if it is not already, and THEN fire the laser. Anything else you are saying is you just not understanding basic English. The guy in the video is using a bug. He even admits that.
