Normally I'd say Hive don't like revival magic. The sword logic doesn't forgive weakness and unless you can come back from death by yourself yo're not worthy to live.
But Nokris and his Hive-breed were all about necromancy. The actual act of raising the dead. And after Nokris and Xol were vanquished the remaining ice-hive called out to Savathun. I would imagine a magic/trickster/schemer god would find use for that sort of thing.
On the other hand the upcoming Shadowkeep raid takes us to the black garden on Mars. That's where the Vex operate. Maybe there's a new Vex mind in charge that simulates our past foes from the center of the black garden then?

Common misconception: the black garden is NOT where the vex fully operate from, it is not their origin point or their main base. It wouldn’t make sense. However what the black garden is is a grounds where the vex worship the darkness. Think about that for a second, the place Vex worship darkness combined with an expansion revolving around hive. Hmm.

Well we know that savathûn isn't a biggest fan of the sword logic and the worms rules (as seen in the books of sorrow), we also know that savathûn graciously took in what remains of Nokris and Xol's armies (or at least the ones who aren't still insanely loyal to the big bad Worm). I'd say that savathûn is basically Oryx if he was physically weaker and didn't care about the rules, so honesty I think savathûn is ok with necromancy Also we don't know the extent of these "Nightmares" power nor do we know how sentient they are. For all we know they're just big smoke and mirror tricks rather then fully sentient replicas of our former enemies.
