Apparently the 4th element was going to be Ice, or frost or whatever you want to call it. The Strangers rifle originally had an effect which gave it a very icy look and it was theorized that it would lead us to the discovery of the 4th element in a future DLC/release.
That didn't happen, no new element, subclass or even enemies in the sequel is a bit of a disappointment to me really.

It's based on forms of energy and 3 of the 4 fundamental forces of the universe - electromagnetic force, gravitational force, strong nuclear force (fusion, the power behind stars). The missing force is weak nuclear, which is radioactive decay.
