Snipers should stay in heavy ammo slot. They're potentially a one shot so they belong as power ammo. Maybe give them more ammo to be more forgiving to players who can't get headshots? A rocket is much easier to use and would therefore get less ammo whereas a sniper is harder to use so it gets more. The only downside is that people who are strong snipers will have tons of ammo and that would not be balanced
