I reckon it's all playlist related, shotties in 6v6 gametypes are just the better choice, and that'll likely have the most players overall. It's just that people don't start paying attention to enemy loadouts til trials, where snipers are likely more popular. They see that a sniper just f'd up their run and it's rage inducing. Don't get me wrong, I HATE sniper campers in trials being so horribly defensive and slow, but that's gonna be the favoured sniper playstyle with the proposed changes No Bueno!
