The way I see it snipers have three main problems right now. 1. abundant ammo and conservative usage makes snipers easy to use at any and all times. 2. quickscoping is too easy, negates the lens glare mechanic, and shortens game play speed. 3. revive sniping makes dominating a lesser team too easy and lowers fun. You've already addressed 1. so I'll address 2. and 3. For 1. snipers either need a sway when aiming down sight or a stability/accuracy debuff shortly after aiming down the sight. For 3. they need to not be able to revive kill so either make shields stronger, make shields protect you from precision damage, or lower the impact of all snipers.
