Basically you kill an enemy to proc crowd control then reload to activate Reactive Reload. In theory you should have both perks active then, so your next shot will be a killer. However in testing this is glitchy, the slow as a snail stuck in a puddle of molasses reload on the Judith also makes this very hard to pull off. Defender Titans I believe can pull it off. Basically it can be a 1 shot kill. But not reliably, and it is very situational.
