Powering a pokemon up first does not affect it's evolution cp. That is based on your player level.
Lesson is don't waste candies powering a pokemon up if you still need to evolve it. Only power it up if it's the final evolution, you are gonna battle with it, or want the strongest pokemon possible defending your gym.

That's not true at all. They have a certain multiplier when you evolve them. When you evolve a 100 cp poke, of course it's evolved version will have more cp than a 50 cp one that you evolve as well. Multiplier seems to be 1.5-2.5x or so with each evolution. Varies from poke to poke but that's my observation.

Edited by Seanonix: 7/17/2016 7:57:16 PMye but the max cp your pokemon can have is still based on level (cant get 1000cp when low level) long as you catch pokemon you will level up fast so may as well save candies to only evolve and get xp faster, not power up, as the pokemon will most likely get higher cp anyway if u level up (player, not pokemon) once or twice and get the same pokemon thus why it only worth to power up if you need strong pokemon for gym, not rlly useful for getting higher cp
