No, it's absolute dogshit.
Bloom should have never been increased on it.
Even Eysaluna is better. My roll is pretty damn good for Crucible.

What's bloom on handcannons?

Decrease in accuracy when you shoot faster. But they took it too far on Hawkmoon. I can shoot my Eysaluna faster than Hawkmoon and hit all my shots. It's awful.
