An dual primary loadout is fine and may not even be a handicap, particularly against a team heavily using special ammo weapons. However, you may have had better luck not challenging am Arbalest with a scout. Maybe get close with a sodearm/SMG or try and quickly build up flinch with a high cal pulse. You had options available to you even with the restrictions you placed on yourself so you could also adapt to the current meta.
