I'd recommend getting to level 29 or 30 before you do. The enemies start off at 30 but turn to level 32 farther into the raid and will one shot you while you barely tickle them as a 28. Hopefully you can get an armour drop since they start at 30 light and will help boost you up quickly. The Vision will serve you well but try to find a better rocket if you can. If you have any good weapons that increase agility try to use those in the beginning section.

Yeah, grind out some bountys and if you upgrade your VoG gear you will for sure be able to get to 29. Pretty much everything that other guy said, you won't have a very enjoyable experience at 28. Good luck! If you're on Ps4 add me and I'll for sure help!
