It's not supposed to be fun if you're not good at the game. It's endgame content. You don't go into a raid on your own and expect to have a good time, do you? You need to understand the mechanics and have good teammates.
That being said: matchmaking in this game is a farce and is long overdue for an overhaul.

Some things are hard more for the sense of accomplishment they can provide. We have amply supply of content made to be fun first but that’s boring for some players. That goal to improve or learn to master something difficult becomes the fun. It isn’t for everyone and it isn’t meant to be in much the same way solo flawless dungeons aren’t meant for everyone.

Not really. It's one gamemode being fun for a certain demographic while the game has other gamemodes.

So why waste development resources on something with no broad or lasting appeal? Sounds like aforementioned design failure.

Well to keep that demographic happy. Whether or not it's worth it depends how big that group is I suppose. That's a fair argument though.
