PvE steps are literally longer than the PvP steps depending how stingy the witches ritual will show, you're doing more PvE than PvP. There'd be complaints if it was a PvE quest requiring shattered throne or raid, "I'm solo and can't get a team for this" or something like that. Another damned if you do damned if you don't for Bungo.
