It's garbage. It doesn't charge enough to even make a difference

30+% is a pretty big difference, imo. Little mobs always seem to fill my bar up pretty quickly.

I guess I think in pvp. Pve might be a different story. I like 3v3 modes. But even in pvp. Outlaw and firefly are the kings

Yeah, I think PvE is more forgiving about what perks are useful. Even in PvP, 6v6 modes will net you more use out of AoO than 3v3. There are not only more targets, but more times you'll be on your own, since any real teamwork nullifies AoO.

I will say, I find those perks requiring you to be up your enemy's nutsack to proc to be worthless.
