It's not about being good. They 2-3 burst at all ranges, are easy to use, cause huge flinch and have no downsides. Autos, HC, and Scouts to some extent can't compete. I'm not surprised, considering 2.0 nerfed both HC and Autos again, whilst leaving pulses nearly untouched. Id be OK with buffing the other weapons, but right now, Pulse rifles are the meta.
