This is all working under the premise of leaving ability mods out of the equation. We should be able to hit our armor 1.0 stat totals without ability mods. My old stats were far higher and i would get far better perk options. We only have 10 mod points now and if we want to raise our abilities we have to cut into that deeply limited supply of mod points.

Eh, I disagree. It's a choice where you want the advantage now and I think it's very fair and makes us really focus on builds that are really good at a bunch of different things or great at 1-2 specific play styles.
