First off, you were not banned, you were restricted and restrictions are temporary so get over that.
Secondly, you were not banned because you were a girl you were banned because you had a poor connection and turned into the indestructible jumping Easter bunny on other people's screens. You got reported and thus you got restricted after they looked at the logs.
Tertiary, a 5 Mbps connection is NOT enough to share and play two Destiny Crucibles on. The reason your husband didn't get banned is because you or he did not set your connection up properly. Most routers nowadays send priority traffic to wireless since it is what is used so heavily now. That means he was using a majority of the bandwidth plus with his packet loss, etc. from being wireless; it screwed the pooch on your connection.
You need to configure your connection so that when both PS4's are on, that you get equal bandwidth across both. Then when you go into Crucible; you both can get restricted! Weeeeeee!
As I stated, 5 Mbps is the MINIMUM for ONE player to play Destiny, but even that will likely not be enough because with only a 5 Mbps down, your upstream is going to be shite. You need a stable up and down connection (preferably at least 20/5) to avoid problems like these.
Bungie has stated in MULTIPLE weekly updates and MULTIPLE Twitter postings that if you have a poor connection and impact the gameplay of others; then you will receive a restriction. Period. Repeat offenders will find more severe restrictions up to and include total lockout from the Crucible (trust me I know a person in that situation). This restriction gives you a chance to properly configure and hard wire BOTH consoles. But hey if you don't want to, everyone knows the definition of insanity...

I am 64/12 for my connection and i still got the restricted hammer
-
and as I stated it is not only about connection (the width of your hose) but also throughput (the pressure in your hose). Meaning you need to properly have your console connected and set up or you still can be a red bar
-
but shes a girl, she doesnt have a hose XD

So basically bungie punished me because I have shitty Internet that can not be helped it does not state on the game that u have to have good Internet to many mardy players who take this game to serious that's the problem.
-
No, the problem is bad connections cause the game to become sh!t for everyone. You don't need an amazing internet connection. Speed is not that big a deal, it is how much data you can fit in the pipe at once. 3/1 would work fine if you are the only one using it. Latency and packet loss are crucial. Latency is how long it takes the data to go from point a to point b. High latency and you will have a crap connection. Packet loss is the network actually loosing packets of data, that will cause a horrible connection.

Well why should you be rewarded for messing up other people's games? Bungie has stated repeatedly that Destiny requires a PREMIUM internet connection (read: not just broadband). I honestly wish they would do what Respawn did and just put all the people with red bars into the I own pool where the only people you play are other red bar warriors. It's their sandbox ... It's their rules.

I played with a couple of red bars and I didn't notice an issue with the game played.
