Sorry to hear of your friends connection troubles. It sounds like you have performed the recommend troubleshooting steps.
Since you mentioned this issue occurred after your friends recent move, I would recommend having your friend contact his ISP, and ask them to perform connection tests while he attempts to sign on. It may be a matter of updating the hardware he was provided.
