Ease of use combined with effectiveness.
HCs are the easiest to use primaries in any (popular) PvP shooter. They also function as a soft or hard counter to literally every primary in the game.
Shotguns give you instant OHK, or shot + melee kill damage out to about 8 meters on pellets, 12 on Slugs. Since Specials sustain themselves, Shotguns are the easiest to do this with since their kill range is so close to the source of ammo.
There's also this weird stigma around Fusions and Automatic weapons as "unskilled," and pulses/scouts as "camper's guns." People gravitate away from those because of it.

Meanwhile Hand Cannons are easier because they've got the most aim assist of any weapon in the entire game. A 0 AA HC beats an AR at 100. They're the easiest primaries to use in any FPS, no doubt.

The only exception to what you're saying is SMGs. I think using a iron reach multimach or a shayuras with peacekeepers is both a lot stronger and a lot easier than a hand cannon. At least on pc

See, that's something else. People want to act like the handcannon/shotty loadout takes skill but the way you've described it to me now indicates you also believe this is one of the easiest weapon pairs to run. Thank you for the input.

I mean, there's always skill in not dying, and shotguns can't reliably just bum-rush without a second thought. But in terms of HCs, it's literally just placing 3 shots in the same postal code as the enemy's head, and shotguns more trade shooting skill for positioning (although slugs are way too forgiving imho).

Honestly, another problem might be hotswapping. Most people body/crit with a handcannon then shotgun you from a mile away. It sucks.
