Mobile network providers throttle game sites for 3g/4g data. I can see it on my phone when on a decent signal sites like google work but Bungie or XBOX fails to load completely sometimes. I know how easy it is to throttle domains. Unfortunately, every contract you sign with any service provider gives the provider exclusive throttling rights to preserve quality os service and this makes it legally challenging.
