What you've illustrated here is that Thorn is an exotic hand cannon and nothing more. The King's Fall hand cannon was awful, even in the Crucible. With your comparison in mind, the only difference between the two is that one has an Exotic perk; Mark of the Devourer.
That just brings this argument back to exotics being... Well, exotic. If the poor bastards up top weren't scared stiff of creating something the community would crucify them for (Thorn, Last Word, Icebreaker, the various exotic armour pieces), we might get more powerful exotics to combat the old ones with.

Exotics are supposed to feel special and powerful but shouldn't break the game and limit diversity.

Man, you are on point with this. If they created exotic counters within the various weapon types, most of the complaints would go away.

This is the main problem though. Unless all exotics are like this, those that are will always be better than those that aren't, thus eliminating the need or want to use them and lowering diversity.

There are some that will use what they consider their guns no matter what nerfs or tweaks that gun might see, there are exceptions to that rule. Your point is valid, the greater part of the community will use guns that make the job easier, Gjallarhorn specifically is an excellent example (one to which there are still exceptions; I had three and never used them in favour of Last Word), but what if there are other versions of Gjallarhorn? Of Thorn? Last Word serves as such an example; if the creators are given their lead, they could balance these weapons out simply by introducing other weapons that are equally powerful in different exotic ways.
