Oh they'll always show up. Those people are all over, especially in this community, so there is no escaping them. Yes, though. I would rather be teamed up with no control, because in that scenario nobody has control. That's my main concern, is the people who have it, that abuse it.
Making LFG kind of a total in game thing is something I see as a problem with toxicity becoming much more prevalent because of overall reach. Its just a concern though. Only way to find out is to try it. I'm not against it, but I don't really trust this community at all.
I enjoy my solo activities. I'd honestly much rather be able to do everything alone, but that's fine. I know this game is built more socially, and I accept that.

Oh I have control. I just leave. Then someone loads in to replace me, they know what to do, and see you stuck somewhere simple and know through experience that they have loaded into an instance with a nub looking to get carried, so they leave to orbit. repeat until your instance is populated by three people looking for a hard carry, and you all leave. Then off to the forums to complain about the "community" or whatever.

Honestly, me either. I haven't seen it in strikes or other matchmaking activities, and I have played many dungeons in many other MMO's with matchmaking, and it's extraordinarily rare for anyone to ever just afk the whole time. It simply doesn't happen, but for some reason, the anti-matchmaking people live in this delusional fantasy land where everybody's looking for a carry. Either that, or they have the worst luck in existence.

if you played even a handful of legend lost sectors and you didn't see a single person who wasn't prepared to be there then i've made a pretty safe assumption

Surpriiiise! I [i]have[/i] played a handful of legend lost sectors. Though I only run those solo, so I can't speak for anyone else's preparation there. There's nothing I need from them anymore though, so I do other stuff instead. Still need a few raid weapons and patterns, but those will come in time.
