Well....you can use scouts if you can keep your range.
Midas fantastic, a rapid hit explosive payload patron is nasty, 150s are nice, and a box breathing on no feelings is dirty.
The problem with scouts is that they are almost exclusively long range weapons that will generally lose fire fights at shorter distances. Some maps have long scout and sniper lanes (e.g., Widow's Court), but the vast majority of maps have more CQC locations than long lanes. Another problem with scouts is their awful TTK's -- they give plenty of time for opponents to dive behind cover.
Of course, the best compromise are weapons that can cover both short and medium/long ranges like Pulses and Hand Cannons. Shotguns have very short ranges but a low skill floor. Snipers have a higher skill floor but kill somewhat safely at long range. This is why they are "meta" selections for those distances.
That's fair, which is why map awareness, strafing, weapon choice and backup weapons are important. For example, I have an explosive payload patron. Add that and strafing and snipers struggle hard, even in comp. If you can predict someone trying to close the gap lure them out into the open, or have a close range weapon waiting for them.
In terms of ttk only 180s struggle bad, unless you're missing. Then yeah you'll struggle, as with a hc. Every other type is very competitive.
I'm a bit biased though, as I'm not your average pvper.
