Microsoft only charged you 10 days before release. If payment fails to go through, the pre order gets cancelled.

If you have already bought and paid for the 30th dlc then it's just a bug and power cycle your platform. If you preordered the witch queen + 30th bundle they've now charged your card/payment method. And it's failed which means you probably haven't got enough funds to pay for it and they've cancelled your preorder as a result. Check the bank and retry. The store has now swapped preorder with the buy option so you'll be charged instantly instead of waiting. On that note the reason why you're being charged now is that the witch queen release date got priority over the 30th pack so you didn't get charged when the 30th dropped but now that witch queen is here you now have to pay for your order.

This is an issue with Xbox. When you preordered they did not take any money, now they are trying to take the money and if the funds are not available or they are blocked this is why. You need to contact Microsoft as Bungie is unable to help you with this.
