The Last Word should absolutely be considered a PvE weapon too.

Lotsa people claim the Last Word is intended for PvP, which unfairly pigeon holes people who enjoy using it in PvE. The arguments for TLW as a PvP weapon are made by referencing lore and and also the general functionality in PvE. But neither one of these hold water if one stops to think for a moment. Starting with the lore argument: “Last Word is used on guardians in the lore and so it should be a PvP focused weapon.” Issue? So is the Thorn, THE guardian killer’s weapon, but that hasn’t stopped Bungie from making it an excellent PvE choice. Additionally, Jaren Ward wandered the wilds with TLW and would have almost certainly used it on non-guardians at that time. Either way, if lore is the reason, then Thorn makes that argument look pretty flimsy and requires ad hoc community explanation to make it work. So lore shouldn’t be the reason that TLW is considered a PvP focused weapon. The other allegation is that it just doesn’t work well for PvE, however, TLW has some significant advantages once you get past the unforgiving magazine size and the need to score critical hits (both of which makes TLW more fun as it gives the weapon a challenging skill gap) What advantages does overcoming TLW’s limitations have in PvE? Reason 1: Highest DPS primary, comparable to a heavy machine gun (if you’re hitting crits), which is why Bungie has to be so careful balancing the weapon, but in a situation like bosses where you might only get a few seconds before drawing aggro, TLW shines, especially when you’re out of other types of ammo. If they added fourth time’s a charm or triple tap, TLW would be an excellent boss damaging primary and more effective on extra enemies (without eliminating the skill gap of having to get crits) Reason 2:TLW does all its damage from hip fire. That means access to radar. Faster movement. No limitations in handling. That’s countless seconds saved and used for positioning and reaction time. Reason 3: It does fine with crowd clearing if you’re able to hit crits. The extra precision damage and fast reload allows it to effectively clear enemies, excepting weapons with reload perks. I know this cause I’ve tested it. It’s no less effective AND you have the insane DPS of a rapid fire handcannon. Moving from this smooth weapon’s TTK to another is night and day. So in the future, if someone wants to run TLW, or someone on the forums asks for a slight buff for PvE purposes, put your faulty bias aside and take an objective look. If the person is dying a lot, it’s not TLW, it’s cause that person isn’t very good, or rather, because TLW perks requires a different mindset and that person just doesn’t know The Last Word.
