It's not free to play.
DE sold previous games, who's profits went into developing warframe.
If you bought unreal tournament or the darkness 2, you paid for warframe.

The question was asked “Do Developers NEED multiple sources of Income to fund their projects?” The answer to that question is No, they do not. Warframe has one source of Income and that’s MTX and DE pays their Bills, pays their Employees and creates more Content/Expansions for Warframe at a steady rate and keeps the Game going. CD Project Red is funding their project Cyberpunk 2077 with the revenue they have made from the Witcher Series without the help of MTX. And they pay their Bills, pays their Employees and funds their Games. Digital Extremes and CD Project Red are proof that one source of Income is enough to fund their Projects. Also Warframe is still Free to Play even though they used the revenue/profits to Develop Warframe. Did I have to pay $60 bucks on Warframe to download it? Nope. Did I have to pay $40 bucks to get Fortuna or $40 bucks for Plains of Eidolon? Nope. Do I have to pay $40 bucks for the next update that will have Space Battles? Nope. Hence Free to Play.
