They might make it so because it is just simpler. But it doesn't need to be. I've laid out how they could structure the game flow so it was possible to keep the characters. They could even do it in a cinematic but making it a heavily scripted mission would make it even cooler.
I'd start it with the Guardian fighting the Cabal in the City proper and each one is like Randal -- basically invincible. The Guardian dies multiple times and each revival is farther back from the front and eventually, maybe under the Traveler itself, the Ghost says it's lost and we need to retreat.
Keeping the characters also allows for the continuity of the achievement books and maintains the level of attachment with the game for existing players. Loss is always a severe demotivator and should be avoided or mitigated if possible. The flow above actually would use the necessary loss and releveling of the population as a major story element and would also give us experienced players a reward for sticking with the game across the loss.
