Its probably to encourage people to play in a way that's easier for matchmaking to handle. 3 people on one team means that the game only requires one match for three people to get what the game gives them. With one person its probably not as easy to do that over time. And that passage is most likely pretty full of people that are more having the weapon given to them than they are able to earn it, which turns the game janky when its just doing that for too many people.
Its a delicate balancing act between not having people just be fodder with broken gameplay and having a full on department of social services. But generally at the social services department you don't get to upgrade what you're being given. If you're not in it to just be given the weapon or have a more casual experience then you should probably be using the other passages.

Matchmaking shouldn’t matter in terms of team make up I’ve been solo and faced full teams and duos with a single and full singles it’s always been based off your card and supposedly skill

So its probably at least a decent bit more of a load on the matchmaking system. Plus trials really is a team based mode and the majority of lower skilled players would probably be better off learning how to deal with it on a team of three. Of course trials has also featured what many people consider really good solo matchmaking at times, but I'm not sure what happens to a lot of players when it works like that and its truly just cbmm and card based. Also have to remember that cbmm also has skill factoring in it so there's still those considerations even when it works that way. From what I can tell when it works like that a lot of players can have trouble playing it. Oh also, full disclosure. I basically only ever play solo, so I'm also part of the problem. At least we got them to get rid of the solo underdungeon, hmmmm?

Though I get your point. Crucible matchmaking in general trials or not is a joke in terms of balanced teams, connection of players, let alone sometimes actually filling the whole roster before launching a match. This past weekend as an example I played a trials match beat the team with two randoms. The very next match it was literally the same people from my team and the enemy team but the two stack that was with the solo got put with me while the two solos got put with the other solo.

So it ends up with those results because of what people want the game to do in terms of this shifting and sometimes pretty suspect concept of balance. Its not doing that because its purposely trying to not follow whatever the balance parameters are this week. In other words, trying to balance this game (generally for a lot of people that don't know as much about what they're doing) isn't always going to work very well. And you're still going to get negative outcomes due to what its trying to do. There's a lot of people playing at the same time so you can't just take the matches that you're in and use that as evidence that the game isn't trying to balance something somewhere. The balancing applies more to the whole system than individual matches and when its trying to balance things for people that might not be able to get as much of what they want on their own, of course there's going to end up being problems at the level of individual matches. And for what its worth its not only for those people that the game will have trouble "balancing" things. If you play a lot and have a certain level of stats or ability the game can probably have a hard time trying to balance that at the same time its balancing things for people that don't play as often or have low stats or ability as well. The game is trying to balance a million different things with all the different loadouts and different types of skill that are involved. I just have a hard time understanding why so many people think it should be able to do a perfect job. But it is something to bring up when you're not getting your way, regardless of what skill level you are. Not necessarily talking about you, btw.
