I also have ib, blackhammer, patience and time.
I use ib probably 90% of the time... Not just above other snipers, but above other exotics as well.
Your whole argument hinges on your ability to land consecutive shots with the ib..... I don't have that problem.
Say what you want.... Ammo regin still kicks ass.

If patience and time had the ammo regin perk though, instead of say the invis perk, then it would be unquestionably the best sniper in the game......by far. Thats why they gave ib so much recoil... Its because the ammo perk is so op.
