Any hand cannon can kill in two headshots and one body shot. Some can kill in just two headshots.
It's not overpowered, the burn is just obnoxious. It's a decent gun.

The burn is far more than obnoxious. There are times when I would have lived to tell to the tale had I not been whittled down by burn damage.

That's no different to being melee'd and killed with burn damage over time.
