Um... Activision did not hold a gun to their head. They dangled cash, a lot of it, and a ten year deal. Bungie is definitely culpable for making a deal with the devil and all the demons that come with it. For that, they have to be held accountable.
Given how things went with Microsoft as the publisher - developing one of the most beloved franchises in gaming, I am surprised that they sold their soul to Activision. Even going full bore with Sony as the publisher would have been better.
And yes, I too smell the Activision monetization group all over this game, dictating content release schedules and packaging to maximize profit. But that was still Bungie's choice and they appear to have done exactly what they said they would never do - put money and profit ahead of their game, their creativity and their fan base.

I'm not here to say they did nothing yes they had a big part and some blame goes to them but the money as you mentioned changed them

Selling your soul for temptation's sake is a long and repetitive tale. It was the selling of Bungie's soul, which they did freely - the temptation was the access to capital. I am sure they could have gotten capital elsewhere but the Devil that is Activision just had the bigger pile.
