I've just seen that someone else already answered you about your idea. I'd like to add just one little thing. The following piece of lore comes from Stolen Intelligence - "Instability" lore:
2. Regarding the open Hunter Vanguard position and the terms of Cayde's Dare: The situation is unprecedented. Were we to trace the chain of culpability back to its first link, I believe we would be obligated to elect a Hive god to our council. Our current inclination is to caucus with the Hunters to debate the benefits of opening the position to any interested and well-qualified Hunter. Such a debate is, of course, contingent upon the continued existence of the Vanguard itself. We will make an effort to convene the Hunters as soon as possible, but this group should be well aware that most credible candidates have fled the Tower in anticipation of such a debate.
One of the biggest issue about the place as Hunter Vanguard is... well, no Hunter wanna take it. Hunters are famous to be free spirits, lonewolves, always around for the frontier.
"What does it mean to be a Hunter? I say, it’s all about where you belong. The Warlocks have their libraries, the Titans have their walls...But Hunters belong in the wilds."
(source: Cayde-6 dialogue at the start of the Quest to take the Nightstalker subclass in Destiny: The Taken King [https://www.youtube.com/watch?v=68R_jjdlvJw]). For a Warlock or a Titan become a member of the Vanguard is a honor. For a Hunter is just a pain in the a**. No more freedom. No more adventures... you always saw that with Cyade, right?
"I go down to the hangar and tune it up sometimes, you know? Pass the time with Amanda and keep it running. Someday… I'm gonna get out of this tower." —Cayde-6"
(source: Gambler's Palm lore [https://www.light.gg/db/items/3031114503/the-gamblers-palm/]). Basically, what is importat to understand is that the Vanguard Dare runs around a simple concept: it's NOT who wins the Dare to became the Vanguard Hunter, is who LOSES the dare to be FORCED to take that place. And it's a honor thing, you can't say no. That's how it worked between Cayde-6 and Andal Brask. They decided that who had failed to kill Taniks would have become the new Hunter Vanguard.
"See, there was that opening on the Vanguard, Hunter slot. We both wanted Taniks. Only one would get the killing blow, and the glory. The loser had to hang 'em up… and lock themselves away in a Tower. Leave the lonely roads to real-dealers."
(source: The Man They Call Cayde: Turn [https://www.destinypedia.com/Lore:The_Man_They_Call_Cayde#Turn]). Cayde killed Taniks and Andal became the Hunter Vangaurd. After that, Andal was killed by Taniks who was discovered not really dead, that's why Cayde-6 decided to take the place as Hunter Vanguard (after all, he le lost the Dare). Another thing to take in consideration is the fact that this is not the first time that the Hunter Vanguard place is empty for a long period. Before Andal, there was no Hunter Vanguard for more then two years.
"Didn't have a Hunter Vanguard back then, what with Kauko Swiftriver finally being declared dead after two years MIA and his Dare nowhere to be found. Speaker said it was on the rest of us Hunters to figure it out."
"
(source: The Man They Call Cayde: Turn [https://www.destinypedia.com/Lore:The_Man_They_Call_Cayde#Turn]). So, back to the point: who is the most suitable Hunter that could became the Hunter Vanguard? The most logical answer is Shiro-4. That's because Shiro-4 is a pretty old Hunter with great experience on the field. He was in the same team with Cayde-6 and Andal back then, he knows a lot of things. He was also a good friend of Cayde-6 and maybe he could feel that "I should take his place" thing. Also, it would be much easier for Bungie to give us a character that alrady exists into the Destiny world that create a new one out of the blue. "But, what about the Dare then?" you could ask. Good question. In the past, as I already said before, there was a case in which no one discovered "the dare" of a previous Hunter Vanguard. In that case the Speaker sid that was on the Hunters to find out a solution. So, since the situation now is pretty complicated becuase all the Uldren thing, it's probably that we are going in the same direction again: Hunters will decide what to do. And... since all the other things I've said before... I think that, if in the future we will see again a Hunter Vanguard, it will be probably Shiro-4. Also, there is the possibility that we simply will not have a Hunter Vanguard. If you see the game right now, for example, we have Ikora that doesn't work anymore as Vendor, but simply as NPC to go for a Powerfull Gear once every week. If Bu7ngie decide to put another NPC, what role could he have? It's pretty complicated...
