Tried your suggestion of making a new user and trying that and it's the same result, also the same thing from my phone....takes me right back to the get started screen.

If you go to account settings then Accounts and Linking do you have a Battle.net account linked or a PSN account linked, maybe share a screenshot of your Accounts and Linking screen.

The only accounts I have linked are my Xbox and Steam accounts, I do not have a PSN or Battle.net account. Both the Xbox and steam accounts are showing as linked. The process goes fine, authentication of the two linked accounts works, i pick my xbox characters, preview the set up, click lets do it. It says it's activated but it's not really, clicking view set up at the end goes to the start set up page again and also clicking the cross save in my profile does the same. I would like to think I'm not entirely stupid but maybe I'm just missing something, this is a pretty simple process though. Thank you for trying to help me, I appreciate it.

Then that is why. D2 is not live on Steam yet so it is not possible to cross save just Xbox and Steam until Oct 1.
