Because OEM requires a kill to activate and its not as big a buff as everyone whines about. That hunter exotic you just got it for free and were rewarded for running away.

One big difference is it was before the shotgun meta and lower ttk. Near kills had to be followed up by a chase to land the last hit and wormhusk didn't play into that because the short duration recharge.
